What is "Road Hazard Damage" and why doesn't the manufacturer cover it?

Tire manufacturers cover losses over which they have some control.  They cover claims involving faulty workmanship in the manufacturing of a tire, which they have some control over.  They have no control in the prevention of damage caused by the road such as metal, glass or other sharp objects, or by damage caused by hitting a pothole, curb or other surface.  A tire damaged by one of these or something similar is said to have been damaged by a "road condition".  This is what is covered in Guaranty Auto Tire Road Hazard Warranty.
